The Tamil Nadu Register

Eight schemes, and which one actually fits your project.

Ordered by how often we use them in a filing — the base Capital Subsidy Scheme covers most manufacturing projects; the stackable add-ons below (special category, cleaner technology, thrust sector) are what most DPRs leave unclaimed.

01
Scheme 01
Capital Subsidy Scheme
MSME Department, Govt. of Tamil Nadu · MSME Policy 2021
State Flagship Ongoing — under MSME Policy 2021
Capital Subsidy
25%
of eligible plant & machinery value
Micro (anywhere in TN)
cap ₹50L
any location in the state
Small & Medium (backward blocks)
cap ₹150L
251 backward blocks, SIDCO/SIPCOT estates
Manufacturing only: this scheme covers manufacturing units, including agro-based and food processing enterprises — service-sector MSMEs are not eligible under this specific component.
Subsidy is linked to plant & machinery investment only — land and building costs don't qualify unless specified in additional incentives. Excludes industrial estates within 50 km of Chennai city centre from the backward-block rate. Applied for via the MSME Department's Single Window Portal.
Eligibility
  • Manufacturing unit (or agro-based/food processing) located in Tamil Nadu, investing in new plant & machinery
  • Micro units qualify anywhere in the state; Small & Medium units qualify in backward blocks or SIDCO/SIPCOT industrial estates
Application & Documents
  • Apply online via the MSME Department's Single Window Portal (msmeonline.tn.gov.in)
  • Investment proof, plant & machinery invoices and Udyam registration required
02
Scheme 02
Additional Capital Subsidy — Special Category
Women / SC-ST / differently-abled / transgender-owned units
Women / SC-ST Ongoing — under MSME Policy 2021
Additional Subsidy
+5%
on top of the base 25% Capital Subsidy
Stacks directly with Scheme 01 — a women or SC/ST-owned manufacturing unit effectively claims 30% capital subsidy instead of 25%, within the same overall cap.
Eligibility
  • Manufacturing unit majority-owned/managed by women, SC/ST, differently-abled or transgender entrepreneurs
Application & Documents
  • Claimed alongside the main Capital Subsidy application — category certificate required

Interest subsidy caps at ₹10 lakh. Capital subsidy stacking has no such ceiling on the number of bonuses.

— why we check every bonus category before filing, not just the obvious one
03
Scheme 03
Interest Subsidy (Back-ended)
On TIIC-sanctioned term loans
General MSME Ongoing scheme
Interest Subsidy
3%
back-ended, on term loans up to ₹100 lakh
Max Subsidy
₹10 lakh
over 5 years
Lifetime Cap
₹30 lakh
per beneficiary, across any number of loans
Applies to term loans sanctioned by TIIC (Tamil Nadu Industrial Investment Corporation) for both manufacturing and service-sector MSMEs — covers General Term Loan, Windmill Term Loan, Working Capital Term Loan and Open Term Loan categories.
Eligibility
  • Term loan must be sanctioned by TIIC specifically — not all bank lenders qualify for this particular interest subsidy
  • Both manufacturing and service-sector MSMEs are eligible under this component
Application & Documents
  • Applied for through TIIC alongside the loan sanction process
  • "Back-ended" means the subsidy is credited toward the end of the loan tenure, not upfront
04
Scheme 04
Additional Capital Subsidy — Cleaner Technology
Environment-friendly & pollution-control equipment
General MSME Ongoing — under MSME Policy 2021
Additional Subsidy
25%
of plant & machinery value for cleaner/environment-friendly tech
Cap
₹10 lakh
for new and existing enterprises
Available to both new and existing enterprises — worth checking even if you filed your main Capital Subsidy claim years ago and are now adding pollution-control or cleaner-production equipment.
Eligibility
  • Any manufacturing enterprise installing cleaner or environment-friendly technology equipment
Application & Documents
  • Equipment invoice and installation proof required per claim
05
Scheme 05
Additional Capital Subsidy — Scaling Up
Expansion/diversification bonus
General MSME Ongoing — under MSME Policy 2021
Additional Subsidy
+5%
for graduating to a higher enterprise category
Cap
₹25 lakh
for scaling-up investment
For existing Micro and Small manufacturing enterprises expanding or diversifying to graduate into a higher category (e.g. micro to small) — this is a distinct claim from your original Capital Subsidy application.
Eligibility
  • Existing Micro or Small manufacturing enterprise anywhere in Tamil Nadu, expanding into a higher category
Application & Documents
  • Proof of graduation to the new enterprise category required alongside the expansion investment details
06
Scheme 06
Special Capital Subsidy — Thrust Sector
24 identified thrust sectors, including Industry 4.0
General MSME Ongoing — under MSME Policy 2021
Special Subsidy
25%
for enterprises in identified thrust sectors, anywhere in the state
Covers 24 thrust sectors including Industry 4.0 and traditional industries — check whether your product category is on the current thrust-sector list before assuming eligibility, since it's excluded from the additional capital subsidy and employment generation subsidy components.
Eligibility
  • New small and medium enterprises in one of the 24 identified thrust sectors, anywhere in Tamil Nadu
Application & Documents
  • Confirm current thrust-sector list with the MSME Department before filing, as sector lists are periodically revised
07
Scheme 07
Power Tariff Subsidy
Low-tension power tariff concession
General MSME Ongoing — under MSME Policy 2021
Power Tariff Subsidy
20%
on low-tension (LT) power tariff
Duration
36 months
from commencement of production or power connection, whichever later
A recurring operating-cost saving rather than a one-time grant — factor this into your DPR's post-commissioning cash flow projections, not just the upfront capital stack.
Eligibility
  • New micro manufacturing enterprises established anywhere in the state
  • New agro-based micro/small/medium units in 385 notified blocks; new small/medium units in 251 industrially backward blocks
Application & Documents
  • Applied for through the electricity distribution utility, referencing your MSME registration

Location can double your capital subsidy cap
Micro units get the base capital subsidy anywhere in Tamil Nadu, but Small & Medium units only reach the higher ₹150 lakh cap inside one of the 251 industrially backward blocks or a SIDCO/SIPCOT industrial estate — outside those areas, the cap drops. Industrial estates within 50 km of Chennai's city centre are excluded from the backward-block rate entirely. Site selection changes your real entitlement before you file anything.

Tamil Nadu-specific questions

What founders ask before filing in Tamil Nadu.

Yes, in principle — the +5% special category bonus (women/SC-ST/differently-abled/transgender), +25% cleaner technology bonus and +25% thrust sector bonus are published as separate, additive components in the official guidelines. In practice, confirm your total claim doesn't exceed the overall cap (₹50L for micro, ₹150L for small & medium in backward blocks) before assuming full stacking value in your DPR.
No — the Capital Subsidy Scheme is linked specifically to plant & machinery investment. Land and building costs don't qualify under this component unless a separate, additional incentive specifically covers them. Structure your DPR's asset breakdown accordingly so the subsidy claim isn't inflated with ineligible costs.
No — it specifically requires the term loan to be sanctioned by TIIC (Tamil Nadu Industrial Investment Corporation), not just any bank. If your loan is coming from a nationalised bank or NBFC instead, this particular interest subsidy component won't apply — check central schemes like CGTMSE or Mudra for a collateral-free route instead.
