The Punjab Register

Eight schemes, and which one actually fits your project.

Ordered by how often we use them in a filing — IBDP 2022's SGST reimbursement and interest subsidy cover most projects; thrust-sector and technology-linked add-ons below matter once your project fits that category.

01
Scheme 01
Net SGST Reimbursement
Industrial & Business Development Policy 2022 · Notification PIU/291
State Flagship Projects must be approved by 31 Dec 2026
MSME Reimbursement
100%
of Net SGST, for 7 years, cap 100% of FCI
Large/Mega Enterprises
100%
of Net SGST, for 5 years
Applies from
17 Oct 2022
date of commercial production, for eligible projects
One of the strongest flat SGST reimbursement rates among the states we track — 100% for the MSME tenure, not a partial percentage. Reimbursed annually against filed SGST returns, not disbursed as a lump sum.
Eligibility
  • Manufacturing and eligible service-industry units, per the MSME classification and the policy's approved service-sector list
  • New units, or expansion projects investing at least 25% of the original Fixed Capital Investment
Application & Documents
  • Form SGST-1 filed through the GM/DIC, obtained online directly from the concerned AETC via the IPBFP portal
  • Annual filing required against actual SGST paid and GST returns for the period
02
Scheme 02
Interest Subsidy to MSMEs
Term loans for new, expansion or diversification projects
General MSME Projects must be approved by 31 Dec 2026
Interest Subsidy
5%
for MSMEs, on new/expansion/diversification term loans
Duration
3 years
from date of commencement of commercial production
Apparel & technical textile exception: units in this sector can add this 5% on top of ATUF (central Amended Technology Upgradation Fund) benefits for the same 3-year period, cap ₹2.5 Cr per unit.
Processing typically takes up to 90 days via Invest Punjab's Business First portal once a Common Application Form (CAF) and Project Identification Number (PIN) are generated.
Eligibility
  • Udyam-registered MSME with a sanctioned term loan for a new, expansion or diversification project
Application & Documents
  • Form-IS filed via Invest Punjab's Business First portal, with a QR-code-based verifiable approval issued on processing

Seniority-list backlogs mean sanctioned subsidy can take years to actually disburse.

Women / Reserved Category
₹48,000/yr
per employee, for 5 years

Application & Documents
  • Form 23/24 (CA certificates) required, verifying employment generation for each claim year
04
Scheme 04

General MSME Projects must be approved by 31 Dec 2026
Stamp Duty
100%

05
Scheme 05
CGTMSE Guarantee Fee Reimbursement
Collateral-free lending support · additional state top-up
General MSME Projects must be approved by 31 Dec 2026
Guarantee Fee Reimbursement
100%
for micro and small enterprises
Stacks with central CGTMSE (which we track on our central register) — CGTMSE gives the collateral-free guarantee itself, this Punjab component reimburses the annual fee the bank charges you for it.
Eligibility
  • Micro or small enterprise with an active CGTMSE-backed collateral-free loan
Application & Documents
  • Form CGTMSE filed with guarantee fee payment receipt for each claim year
06
Scheme 06
Thrust Sector Incentives
14 manufacturing + 7 service sectors, statewide
Thrust Sector Projects must be approved by 31 Dec 2026

100%
for 10 years from date of commercial production
Thrust sectors include Agri & Food Processing, Tourism & Hospitality, IT/ITES, ODOP (One District One Product), and Circular Economy Activities among 14 manufacturing and 7 service categories — check whether your product/service line is on the current list, since it's a materially stronger package than the standard SGST route.

Application & Documents
  • Confirm current thrust-sector classification with Invest Punjab before assuming eligibility

Application & Documents
  • Form CL, Form ZED and Form TA cover these components respectively — file the one matching your specific claim
08
Scheme 08
Landmark Industrial & Business Policy
Newly announced 2026 · details pending
State Flagship · New Announced — full guidelines not yet published
Headline Claim
First-ever
general capital subsidy component, per Invest Punjab's announcement
Announced by Invest Punjab as a "landmark" policy update, notable because IBDP 2022 itself did not include a general capital subsidy — SGST reimbursement and interest subsidy were the primary levers instead. Detailed rates, eligibility and the application process were not yet published as of this register's compilation. IBDP 2022 remains the actively filable framework in the meantime, valid for projects approved through 31 December 2026.
Eligibility
  • Not yet formally notified — recommend registering interest with Invest Punjab for updates
Application & Documents
  • No confirmed process yet — we'll update this entry once operational guidelines are published

Punjab's SGST rate doesn't change by location — but tenure does
Unlike neighbouring Haryana's block-graded system, Punjab's 100% Net SGST reimbursement applies at the same rate statewide — the real variable is enterprise type and sector. MSMEs get the reimbursement for 7 years; Large/Mega enterprises get it for 5. Thrust-sector units (Agri & Food Processing, IT/ITES, Tourism, ODOP and others) get a stronger 100% exemption package for 10 years instead. Sector classification, not district, is what to check first.

Punjab-specific questions

What founders ask before filing in Punjab.

Approval and disbursal are two different things. Industrialists have publicly reported sanction letters issued in one year with subsidy still pending disbursal a year or more later, tied to seniority-list processing at headquarters level. Getting sanctioned is only the first step — we track disbursal status separately from approval status for exactly this reason.
As of this register's compilation, Invest Punjab had announced the policy as introducing a general capital subsidy for the first time, but detailed rates, eligibility criteria and the application process hadn't been formally published. IBDP 2022 remains the actively filable framework in the meantime, valid for projects approved through 31 December 2026.
Yes — as long as the expansion investment is at least 25% of the original Fixed Capital Investment, it qualifies for the same SGST reimbursement and interest subsidy terms as a new unit, applied to the incremental investment.
