The Bihar Register

Eight schemes, and which ones are still open for new filings.

Ordered by how often we use them in a filing — the base 2016 policy's SGST reimbursement remains confirmed and operative; BIPPP 2025's richer benefits need a status check before you rely on them.

01
Scheme 01
SGST Reimbursement
Bihar Industrial Investment Promotion Policy 2016 · base framework
State Flagship Confirmed operative
General Sector
80%
reimbursement of net SGST paid
High Priority Sector
100%
reimbursement of net SGST paid
Duration
Up to 5 years
from commencement of production, or 5 yrs from policy end, whichever earlier
Minimum capacity requirement: units producing below 25% of installed capacity are not eligible for SGST reimbursement — a real disqualifier for early-stage or ramping units.
This is the confirmed, currently operative base framework — reimbursement calculated from the Electronic Cash Ledger after adjusting for available IGST/SGST credit in the Electronic Credit Ledger, effective from GST implementation (1 July 2017).
Eligibility
  • New unit adding value (trading-only units excluded), producing at least 25% of installed capacity
  • Not blacklisted by any government body, not a loan defaulter
Application & Documents
  • Applied through the Department of Industries, via UDYOG SAMWAD or the single window system
02
Scheme 02
SC/ST Additional Incentive
+15% across all incentive categories
SC/ST Confirmed operative
Additional Increase
+15%
on the maximum limit of all incentives (except land), across both MSME and Large categories
One of the more generous special-category bonuses we track — a flat +15% increase on the maximum limit of every incentive category (SGST, employment, etc.), not just a single component.
Eligibility
  • SC/ST entrepreneur with valid caste certificate, MSME or Large category enterprise
Application & Documents
  • Caste certificate required alongside the main incentive application

SC/ST, women, differently-abled and third-gender entrepreneurs each get +15% — and it stacks per category, not just once.

— why we check every eligible category, not just the obvious one
03
Scheme 03
Women & Special Category Incentive
+15% for women, differently-abled and other special categories
Women / Special Category Confirmed operative
Additional Increase
+15%
on the maximum limit of all incentives (except land)
Covers women, differently-abled entrepreneurs, war widows, acid-attack survivors and third-gender entrepreneurs — a notably broad and inclusive special-category list compared to most states we track.
Eligibility
  • Women, differently-abled, war widow, acid-attack survivor, or third-gender entrepreneur
Application & Documents
  • Relevant certification (disability certificate, war widow status, etc.) required per category
04
Scheme 04
Bihar Industrial Investment Promotion Package (BIPPP) 2025
Enhanced package · application deadline has passed
Filing Window Closed Deadline extended to 30 Jun 2026 — passed
Capital Subsidy
30%
of approved project cost
Interest Subvention
up to ₹40 Cr
for eligible large investments
SGST Reimbursement
up to 300%
of approved project cost, over 14 years, new units only
Application deadline has passed. Approved by the Bihar Cabinet on 26 August 2025, applications were originally due by 31 March 2026, later extended to 30 June 2026 — which has already elapsed as of this register's compilation. We haven't confirmed a further extension or successor package. If you're advising a client with an already-submitted application from before the deadline, their sanctioned entitlement should proceed; for a new filing today, verify current status with the Department of Industries before including these figures.
Status
  • Application window (extended to 30 June 2026) has closed as of this register's compilation date
Recommendation
  • Verify current status and any successor package with the Department of Industries before relying on these enhanced figures

Alternative
50% discount
on standard BIADA land rates, if free-land thresholds aren't met
This was announced as part of BIPPP 2025 — since that package's application window has passed, confirm whether free-land allocation remains available under a successor scheme or reverts to standard BIADA industrial land rates.
Eligibility (as announced)
  • Large-scale investors meeting the investment and job-creation thresholds
Status
  • Confirm current availability with BIADA given BIPPP 2025's filing deadline has passed

Scheme 06
Employment & Skill Development Support
Combined base-policy and BIPPP 2025 components
General MSME Some components linked to BIPPP 2025 status
Employment Support (eligible industries)
₹5,000/mo
per worker, plus 300% ESI/EPF employer support
Employment Support (other units)
₹2,000/mo
per worker
Skill Development Grant
₹20,000
one-time, per employee
Some of these figures were announced under BIPPP 2025 specifically — confirm which components remain available now that the package's filing window has closed, versus what continues under the base 2016 policy.
Eligibility
  • New/expanding units generating direct employment, per the applicable policy's terms
Application & Documents
  • Payroll and skill-training records required per claim
07
Scheme 07
Textile & Leather Policy 2022
Sector-specific, separate from BIPPP 2025's deadline

Patent Registration
50%
of expenses, cap ₹10 lakh
Export Transport Subsidy
30%
for export shipments
Also includes ₹5,000/month employment grant per worker. Combined incentives under this policy plus the 2016 base policy are capped at 150% of Fixed Capital Investment, and no more than 1/5th of that total per year of the incentive period.
Eligibility
  • Textile and leather sector manufacturing units, including ancillary industries
Application & Documents
  • Employment records, freight invoices, and patent filing costs required per claim
08
Scheme 08
Export Incentive & Quality Certification
Market-access and competitiveness bundle
General MSME Some components linked to BIPPP 2025 status
Export Incentive (BIPPP 2025)
₹40L/yr
extended 14 years, total potential ₹5.6 Cr — confirm status
Quality Certification
Support
for units pursuing recognised quality marks
The export incentive figure was doubled specifically under BIPPP 2025 — given that package's application deadline has passed, confirm whether the previous (lower) export incentive rate under the base 2016 policy is what currently applies for a new filing.
Eligibility
  • Export-oriented MSMEs and larger enterprises with documented export turnover
Application & Documents
  • Export turnover documentation and quality certification cost invoices required per claim

The richest headline numbers in Bihar's press coverage may already be closed
Most of the headline figures reported in 2025 news coverage — 30% capital subsidy, ₹40 Cr interest subvention, 300% SGST reimbursement, free land — belong to BIPPP 2025, whose application deadline was extended to 30 June 2026 and has now passed. The confirmed, currently operative fallback is the base Industrial Investment Promotion Policy 2016 — 80-100% SGST reimbursement, plus the +15% SC/ST and special-category bonuses, which don't carry the same deadline exposure. Don't quote BIPPP 2025's figures without first confirming its current filing status.

Bihar-specific questions

What founders ask before filing in Bihar.

Very likely not for a new application. BIPPP 2025 required applications by 31 March 2026, later extended to 30 June 2026 — a date that has already passed as of this register's compilation. If you already applied before that deadline, your application should still be processed under the enhanced terms. For a project you're planning now, don't build your DPR around BIPPP 2025's figures without confirming current status with the Department of Industries — a further extension or successor package may exist that we haven't yet confirmed.
The base Industrial Investment Promotion Policy 2016 remains the confirmed, operative framework — 80% SGST reimbursement for general-sector units (100% for High Priority Sector), plus the +15% SC/ST and women/special-category bonuses. It's a smaller headline number than BIPPP 2025's 300% SGST cap, but it's the version we can currently confirm is filable.
Based on the published structure, these are separate category-based bonuses (SC/ST entrepreneur vs women/differently-abled/special category), so an individual would typically qualify under one applicable category rather than both simultaneously — for example, an SC/ST woman entrepreneur would likely claim under whichever single category applies, not add both +15% increases together. Confirm the exact stacking rule with the Department of Industries before assuming a combined +30%.
