Goa's incentive framework generally allows a unit to access only one of two paths: the Umbrella Scheme (30% capital subsidy, employment subsidy, stamp duty relief) or the Startup Policy 2025 (lease rental subsidy, operating-cost reimbursement, incubation support). There's no formal mechanism to combine both. Before submitting either application, calculate the total realistic value of each path for your specific project — a manufacturing-heavy startup may actually be better served by the Umbrella Scheme's capital subsidy than the Startup Policy's operating-cost focus.

If your startup is genuinely manufacturing-oriented with meaningful plant & machinery investment, the Umbrella Scheme often delivers more value — but confirm both against your actual project numbers before choosing, since the choice is generally exclusive.
Not under the standard definition — "Goan" for this scheme means either born in Goa, or resident for 10+ years. Someone who moved 5 years ago wouldn't qualify yet under the residency route, though they would if born in Goa. Verify each employee's status carefully since this affects your wage-reimbursement calculation and the 60% threshold for maximum benefit.
Not directly — that scheme predates GST and the current 2017 Umbrella Scheme framework, and several of its components (sales tax exemption, income tax exemption) reflect a tax structure that no longer exists in its original form.
