Delhi Government Subsidy Schemes

An honest map of what actually exists in Delhi — unlike most states we track, there's no flagship capital-subsidy/SGST-reimbursement policy currently in force. The Industrial Policy 2025-35 and Startup Policy 2025 remain in draft, and the operative schemes are modest legacy ones. We lay out exactly what's real today, and what's still pending.

The Delhi Register

Eight entries, and an honest gap where a flagship policy should be.

Ordered by how often we reference them in a client conversation — Delhi genuinely doesn't have the capital-subsidy/SGST-reimbursement flagship policy that most states on this site have. We map what's operative today, what's in draft, and what central schemes fill the gap.

01
Scheme 01
Draft Delhi Industrial Policy 2025-35
Public feedback closed 30 July 2025 — not yet finalised
Draft · Not Notified Draft stage — no fiscal incentive % published
Structural Focus
Institutional
Industry Facilitation Centre, District Industries Centres, Business Support Professionals network
Plug-and-Play Model
Proposed
for high-tech clusters, MSMEs and industrial-area units, via DSIIDC land allotment
No capital subsidy percentage published: unlike every other state's flagship policy on this site, the sources we've reviewed describe this draft's institutional and infrastructure focus (facilitation centres, land use reform, plug-and-play) — not a specific capital subsidy or SGST reimbursement rate. If a specific percentage is being quoted to you, verify its source carefully.
Industries Minister stated in mid-2025 the policy was likely to be finalised within 2-3 months — as of this register's compilation, we haven't found confirmation of final notification. Confirm current status with the Department of Industries, GNCTD.
Status
  • Draft consultation period closed 30 July 2025 — final notification status to be confirmed
Recommendation
  • Check for final notification with the Department of Industries before quoting any specific fiscal incentive figure
02
Scheme 02
Draft Delhi Startup Policy 2025
Feedback period closed 3 September 2025
Draft · Not Notified Proposed rates below — verify before quoting
Lease Rental Reimbursement
100%
cap ₹10L/year, up to 3 years (proposed)
Patent/Trademark Filing
100%
cap ₹1L domestic, ₹3L international (proposed)
₹200 Cr VC Fund
Proposed
Delhi Start-up Venture Capital Fund
Also proposes 100% exhibition stall/rental reimbursement (cap ₹5L domestic, ₹10L international) and ₹2 lakh/month operational allowance for 1 year. Targets 5,000 startups across 18 sectors including healthcare, fintech, AI/ML, biotech and green tech. These are proposed rates from the draft — confirm final notification and rates before including in client guidance.
Status
  • Draft, planned for a 10-year period — public feedback closed 3 September 2025
Recommendation
  • Confirm final notification status before advising a startup client on expected benefits

A CGTMSE guarantee — a central scheme — may be the most substantial support currently on offer for many Delhi MSMEs.

— why we point clients to central schemes as the reliable baseline here
03
Scheme 03
Legacy Capital Subsidy Scheme
Operative, but genuinely small in scale
Legacy · Currently Operative Ongoing, unchanged for years
Subsidy
15%
of project cost
Cap
₹7,500
per entrepreneur — a genuinely small absolute ceiling
Set your expectations accordingly: this is not a typo or an outdated figure we've missed — the ₹7,500 cap reflects a legacy scheme structure that hasn't been meaningfully updated. It should not be confused with the lakh/crore-scale capital subsidies available in most other states on this site.
Individual loan repaid over 3-7 years after an initial moratorium of up to 12 months, at government-fixed interest rates. Applicant must not be a defaulter to any nationalised bank, financial institution or cooperative bank, and must not already be assisted under other subsidy-linked schemes.
Eligibility
  • Individual entrepreneurs; not already assisted under similar subsidy-linked schemes
Application & Documents
  • Applied through the Department of Industries, GNCTD
04
Scheme 04
Rajiv Gandhi Swavalamban Rozgar Yojna

General MSME Ongoing

up to ₹2L
for individual entrepreneurs, artisans, trained professionals
Interest Rate
9.5% p.a.
through the Delhi Khadi and Village Industries Board
Covers Secondary, Tertiary and Services Sectors. For business/service sector, loan ceiling is ₹2 lakh; for industry sector, ₹5 lakh. Partnerships of 2+ eligible persons can access composite projects up to ₹10 lakh.
Eligibility
  • Individual entrepreneurs, artisans, trained professionals in eligible economic activities
Application & Documents
  • Applied through the Delhi Khadi and Village Industries Board
05
Scheme 05
Khadi & Village Industries Board
Central scheme delivery through the state board
General MSME Established 1983
Khadi Rebate
10%
on Khadi cloth sold through certified outlets
PMEGP/RGSRY Delivery
Implementing agency
for central and state margin-money schemes
Delhi's implementing agency for PMEGP — a genuine access point for entrepreneurs pursuing central margin-money and self-employment support through a Delhi-specific channel.
Eligibility
  • Entrepreneurs pursuing PMEGP margin-money support or Khadi trade specifically
Application & Documents
  • Applied through the Delhi Khadi and Village Industries Board
06
Scheme 06
Enhanced CGTMSE Collateral-Free Limit
Central scheme — not Delhi-specific, but currently the strongest lever available
Central Scheme Recently enhanced
Collateral-Free Limit
₹10L → ₹20L
enhanced ceiling under CGTMSE
Available to MSMEs across India, not Delhi-specific — but given the modest scale of Delhi's own state-level schemes, this central enhancement may deliver more practical financing headroom for a Delhi-based MSME than any state scheme currently operative.
Eligibility
  • MSMEs nationally, per CGTMSE's standard eligibility criteria
Application & Documents
  • Applied through eligible lending banks, not the Delhi state government
07
Scheme 07
DSIIDC Industrial Infrastructure & Plug-and-Play
Non-fiscal infrastructure support
Infrastructure Ongoing
Industrial Areas & Estates
29 planned
plus 4 flatted factory complexes, 25 non-conforming clusters notified for development
CETP Support
Ongoing
operation and maintenance of Common Effluent Treatment Plants across industrial clusters
Not a fiscal subsidy, but genuinely valuable infrastructure access — plug-and-play land allotment for high-tech clusters is specifically proposed under the draft policy, worth watching as it moves toward finalisation.
Eligibility
  • Units seeking allotment or infrastructure support within DSIIDC-managed industrial areas
Application & Documents
  • Applied directly through DSIIDC
08
Scheme 08
Draft Logistics and Warehousing Policy 2025
Unveiled 28 July 2025 — draft
Draft · Not Notified Draft stage
Focus
Warehouse relocation
to periphery, dedicated logistics hubs, Urban Consolidation & Distribution Centres
EV/CNG Incentives
Proposed
for last-mile delivery vehicles
Aims to reduce freight congestion and vehicular pollution — relevant for logistics and warehousing MSMEs specifically, though like the other draft policies, specific fiscal incentive figures weren't published as of this register's compilation.
Status
  • Unveiled 28 July 2025, in draft stage as of this register's compilation
Recommendation
  • Relevant primarily for logistics/warehousing-focused MSMEs — confirm finalisation status before relying on it

Delhi isn't like the other 21 states on this register — and that's worth saying plainly
Nearly every state we cover has a flagship Industrial Investment Policy with a clear capital-subsidy percentage and SGST reimbursement structure. Delhi does not, right now. Its Industrial Policy 2025-35 and Startup Policy 2025 are both still in draft, and the operative state-level schemes are modest legacy ones dating back years. If you're advising a Delhi-based MSME, the honest starting point is central schemes (PMEGP, CGTMSE) plus DSIIDC's infrastructure access — not a state capital-subsidy percentage, because one doesn't currently exist at meaningful scale.

Delhi-specific questions

What founders ask before filing in Delhi.

Be cautious. We haven't been able to confirm a Delhi state scheme offering anything close to that scale — the operative legacy scheme caps out at ₹7,500. It's possible the figure you saw is describing a different state, a proposed (not yet notified) rate from the draft policy, or a central scheme being described loosely as "Delhi." Ask for the specific notification number and check whether it's actually Delhi-specific before relying on it.
It depends on your timeline flexibility and what you're hoping the policy delivers. Based on what's been published so far, the draft's emphasis is institutional and infrastructural (facilitation centres, plug-and-play land access) rather than a large capital-subsidy percentage — so waiting may improve your process experience without necessarily unlocking a major new fiscal incentive. If your project doesn't depend on land-use reform specifically, there may be limited reason to delay.
Central schemes are currently the more substantive option — CGTMSE's enhanced ₹20 lakh collateral-free limit, PMEGP margin money (delivered via the Delhi Khadi and Village Industries Board), and other Ministry of MSME programmes. For self-employment specifically, the Rajiv Gandhi Swavalamban Rozgar Yojna offers a modest but real loan route. None of these match the scale of a flagship state industrial policy, but they're confirmed and operative today.
