The Haryana Register

Eight schemes, and which one actually fits your project.

Ordered by how often we use them in a filing — HEEP 2020's block-category SGST reimbursement covers most projects; the new 2026 policy and smaller add-ons below matter once details are confirmed or your project fits that category.

01
Scheme 01
SGST Reimbursement (Investment Subsidy)
HEEP 2020 · block-category graded (A/B/C/D)
State Flagship Notified 29.12.2020 — ongoing
Category D
75% / 35%
7 yrs at 75%, then 3 yrs at 35% — cap 150% FCI
Category C
75% / 35%
7 yrs at 75%, then 3 yrs at 35% — cap 125% FCI
Category B
50% / 25%
5 yrs at 50%, then 3 yrs at 25% — cap 100% FCI
Category A exception: developed blocks (much of Gurugram, Faridabad) typically get little to no SGST reimbursement under this scheme — check your specific block before assuming this applies.
Also applies to expansion/diversification projects with 50%+ additional plant & machinery investment, capped at 100% of the new fixed capital investment on the expanded portion. Reimbursement is against Net SGST actually paid, not a flat grant.
Eligibility
  • MSME with FCI up to ₹50 Cr and turnover up to ₹250 Cr, or as amended by GoI under MSMED Act 2006
  • New units, or existing units expanding/diversifying by 50%+ additional plant & machinery investment
Application & Documents
  • Applied for through the Department of Industries and Commerce single window system
  • Annual claims filed against GST returns for the relevant period
02
Scheme 02
New MSME & Export Promotion Policy
Announced late July 2026 · detailed guidelines pending
State Flagship · New Announced — full guidelines not yet published
Capital Subsidy
15-30%
for small industries (headline figure, per announcement)
Export Interest Subvention
3%
cap ₹10 lakh/year, for MSME exporters
MSME Insurance
up to 33%
of insurance premium assisted
Very recently announced (marking 60 years of Haryana's formation) — targets ₹55,000 Cr investment and 500,000 jobs across 60 initiatives and 6 pillars, plus a ₹200 Cr venture capital fund for startups/MSMEs. Detailed operational guidelines, block-wise rates and application process were not yet published as of this register's compilation — confirm current status with the Department of Industries and Commerce before relying on these headline figures in a live filing.
Eligibility
  • Micro, Small and Medium Enterprises statewide — exact category-wise eligibility pending formal notification
Application & Documents
  • Application process not yet published — we recommend registering interest with the DIC to be notified when guidelines drop

A policy can be announced for weeks before its guidelines make it filable.

— why we track notification status, not just headline announcements
03
Scheme 03
Electricity Duty Exemption
HEEP 2020 · block-category graded
General MSME Ongoing
Category D
100%
exemption for 10 years
Category C
100%
exemption for 7 years
Other Categories
75-100%
for 5-20 years, varies by segment (Micro/Small/Medium/Large/Mega)
A recurring operating-cost saving, not a one-time grant — worth including in your DPR's post-commissioning cash flow model, especially for power-intensive manufacturing.
Eligibility
  • New MSME, Large Enterprise, Mega Project or Start-up, and import-substitution enterprises
Application & Documents
  • Applied through the power distribution utility, referencing the DIC eligibility certificate
04
Scheme 04
Employment Generation Subsidy
Per-employee annual subsidy for local hiring
General MSME Ongoing
General Category
₹36,000/yr
per employee, for 7 years
Women / SC-ST / PwD
₹48,000/yr
per employee, for 7 years (up to 10 in some cases)
Requirement
Haryana domicile
employees must hold a Haryana Resident Certificate
Typically requires a minimum employment threshold (around 50 or more direct jobs) — scales with headcount, making it disproportionately valuable for labour-intensive units.
Eligibility
  • New industrial unit generating a minimum threshold of direct jobs on formal payroll (ESI/PF registered)
Application & Documents
  • Payroll records and Haryana Resident Certificates required per claim
05
Scheme 05
Stamp Duty Refund & EDC/IDC Exemption
Land-acquisition and infrastructure charge relief
General MSME Ongoing
Stamp Duty Refund
100% / 75%
Category D / Category C respectively
EDC/IDC Exemption
100% / 75% / 60%
Category D / C / B — for agro-based, food processing & allied industry
Two separate cost heads that DPRs commonly under-claim — the External Development Charges (EDC) and Infrastructure Development Charges (IDC) exemption applies specifically to agro-based, food processing and allied industries.
Eligibility
  • New industrial units executing qualifying land purchase/deeds in Category C or D blocks
Application & Documents
  • Deed registration documents and EDC/IDC payment receipts required
06
Scheme 06
Start-up / First Generation Entrepreneur Support
HEEP 2020 special provisions
Startups Ongoing
Interest Subsidy
8%
cap ₹20 lakh/year, for 5 years
Lease Rental Subsidy
30% / 45%
General / Women founder, cap ₹5L/year, 1 year
Seed Grant
up to ₹10L
per startup, in 'A' category blocks (limited slots)
This is a distinct, richer package from the general SGST/electricity-duty route — first-time entrepreneurs and registered Start-up Haryana ventures should check this before defaulting to the general MSME incentives.
Eligibility
  • Registered with Start-up Haryana, per Dept. of Electronics and IT criteria
Application & Documents
  • Seed grant selection is committee-based and has a limited number of slots per category — apply early
07
Scheme 07
PADMA — Mini Industrial Parks & Clusters
Programme to Accelerate Development for MSME Advancement
General MSME Notified 2022, re-notified 2024
Mini Industrial Parks
143 blocks
each with plug-and-play sheds, shared infrastructure
Cluster Development
₹170 Cr
11 MSME clusters, combined investment plan
Layered on top of HEEP 2020 benefits, not a replacement — locating in a PADMA park or notified cluster gives access to shared testing centres and training institutes alongside your usual incentive stack.
Eligibility
  • MSMEs locating in or near a PADMA-notified mini industrial park or cluster
Application & Documents
  • Check current park/cluster status and plot availability with the local DIC before finalising a site
08
Scheme 08
Interest Subsidy Scheme
HEEP 2020 · standalone component
General MSME Lapsed 31 Dec 2025
Rate
5%
on term loans, Micro & Small enterprises in C/D blocks
Cap
₹10-20L/yr
₹10L (Category C), ₹20L (Category D), for 3 years
This scheme has lapsed. It was explicitly valid only for term loans sanctioned between 1 January 2021 and 31 December 2025 — as of this register's compilation, that window has closed. We haven't confirmed whether a renewed or successor interest-subsidy scheme has been notified under the new 2026 MSME & Export Promotion Policy; verify current status with the DIC before including this in a live filing.
Eligibility (historical)
  • New Micro/Small enterprises, Start-ups, and import-substitution units in C/D blocks, with a term loan sanctioned in the eligibility window
Status
  • Confirm with the DIC or Department of Industries and Commerce whether a renewal or successor scheme is active

Your block category decides almost everything — SGST, duty, stamp duty
Haryana grades every block into Category A, B, C or D. Category D (most industrially backward) gets 75% SGST reimbursement for 7 years plus 35% for 3 more, 100% electricity duty exemption for 10 years, and 100% stamp duty refund — Category A (developed areas like much of Gurugram/Faridabad) typically gets little to none of this. The same project, sited a district or two apart, can carry a very different incentive stack.

Haryana-specific questions

What founders ask before filing in Haryana.

No — the standalone 5% Interest Subsidy Scheme notified under HEEP 2020 was explicitly valid only for term loans sanctioned between 1 January 2021 and 31 December 2025. That window has closed. We haven't confirmed whether a successor scheme exists under the newly-announced 2026 MSME & Export Promotion Policy — check current status with the DIC before including an interest-subsidy figure in a live filing.
As of this register's compilation, the policy was announced with headline targets (₹55,000 Cr investment, 500,000 jobs) but detailed operational guidelines — exact rates, block-wise breakdowns, and the application process — hadn't been formally published. HEEP 2020 remains the actively filable framework in the meantime.
Yes — HEEP 2020 explicitly extends this benefit to units undergoing 50%+ additional investment in plant & machinery for expansion or diversification, capped at 100% of the new fixed capital investment on the expanded portion. It's not restricted to new units the way some other components (like the lapsed Interest Subsidy Scheme) are.
