Land cost exception: land cost is not eligible for capital subsidy directly, but can be counted as part of Fixed Capital Investment up to a 10% ceiling of total FCI — beyond that, land value doesn't factor into your subsidy base.
Capital subsidy is disbursed in 2 equal instalments — the first after related building construction completes, the second once at least 50% of commercial production has begun. Maximum gratuity is capped at ₹4 Cr per unit.

Micro-only exception: unlike the capital subsidy which covers Micro, Small and Medium, this interest subsidy is restricted to Micro enterprises exclusively — Small and Medium units don't qualify under this specific component.
Separately, ESDM (Electronics System Design & Manufacturing) units get their own 5% p.a. interest subsidy (investment up to ₹200 Cr), reimbursed up to ₹1 Cr/year/unit for 5 years, capped at ₹5 Cr/unit lifetime.

Exemption is obtained by depositing a bank guarantee equal to the stamp duty amount — the guarantee is released once the unit comes into production. MSME park/estate/flatted-factory developers get 100% exemption on land purchase.

Uttar Pradesh grades every district into four regions — Bundelkhand, Purvanchal, Madhyanchal and Paschimanchal — plus a special lower-rate carve-out for Gautam Buddha Nagar and Ghaziabad specifically. A Small enterprise gets 20% capital subsidy in Bundelkhand/Purvanchal but only 15% in Madhyanchal/Paschimanchal — and stamp duty exemption swings even wider, from 100% down to 50%. Site selection within the state changes the real numbers before you file anything.

The two schemes have different eligibility scopes. Capital subsidy covers Micro, Small and Medium enterprises across all regions — the interest subsidy is restricted to Micro enterprises only. If your unit is classified Small or Medium, the capital subsidy claim goes through fine, but the interest subsidy claim will be rejected regardless of region or category. Check your enterprise classification against each scheme separately, not just once for the whole DPR.
Yes — the women-entrepreneur provision explicitly overrides the regional grading, including the lower 50% rate that otherwise applies in Gautam Buddha Nagar and Ghaziabad. A woman entrepreneur setting up in Noida still gets the full 100% stamp duty exemption, even though a general applicant there would only get 50%.

The MSME Promotion Policy 2022 covers Micro, Small and Medium enterprises with the capital/interest subsidy structure on this page. The Industrial Investment & Employment Promotion Policy (IIEPP) 2022 is the larger-project flagship (Large/Mega/Super Mega/Ultra Mega categories) with its own capacity-utilisation-linked formula. MSMEs generally use the first; only projects graduating to Large-scale and above need the second.
