West Bengal Government Subsidy Schemes

Every capital subsidy, interest subvention and cluster incentive currently active in West Bengal — including a genuine coverage gap between the closed Banglashree scheme and the newly-approved WBIS 2026 that most consultants won't flag — mapped clause by clause, filed through the Silpasathi single-window portal.

The West Bengal Register

Eight schemes, and the gap window most sites won't tell you about.

Ordered by how often we use them in a filing — WBIS 2026 is the current flagship, but a genuine coverage gap exists for units that commenced production between the old scheme's closure and the new one's start date. We flag it explicitly below.

01
Scheme 01
WBIS 2026 — Interest Subsidy on Term Loans
West Bengal Incentive Scheme 2026 · MSME & Textiles Dept.
State Flagship · New Eligibility starts 1 Oct 2026
Zone A
25%
of annual interest liability, for 5 years from first loan disbursement
Zones B & C
35%
of annual interest liability, for 5 years from first loan disbursement
Commencement-date exception: only enterprises commencing commercial production on or after 1 October 2026 are eligible. Units that began production on or before 30 September 2026 are explicitly excluded, per the scheme's own terms.
Approved late July 2026. Covers Micro and Small enterprises taking term loans from commercial banks, cooperative banks, scheduled banks, RRBs and financial institutions. Applies to private, cooperative and joint-sector enterprises, state government undertakings, and industrial self-help groups.
Eligibility
  • New Micro or Small manufacturing enterprise, Udyam-registered, commencing production on/after 1 Oct 2026
  • Approved expansion projects of existing eligible MSMEs also qualify
Application & Documents
  • Applied through the Silpasathi single-window portal
  • Annual claim against actual interest paid, verified by the lending institution

This bundle is confirmed to exist in the WBIS 2026 approval, but detailed rates for the capital subsidy component specifically had not been published as of this register's compilation — only the interest subsidy percentages (Scheme 01) are confirmed with exact figures. Confirm current rates with Silpasathi before including in a DPR.
Eligibility
  • Existing eligible MSMEs undertaking an approved expansion project
Application & Documents
  • Applied via Silpasathi alongside the main WBIS 2026 application

Banglashree closed to new filings on 30 March 2026. WBIS 2026 only opens on 1 October 2026.

Scheme 03
The Coverage Gap Window
Production commenced between the two flagship schemes
Verify Before Filing Genuine gap — confirm status
At-Risk Window
~18 months
April 2025 – September 2026, approximately
This is the most important item on this register. Banglashree's operative period ended 31 March 2025, and its final application window (for units that commenced production on or before that date) closed 30 March 2026 — as of our compilation date, no new Banglashree applications can be filed. WBIS 2026 only covers production commencing on or after 1 October 2026. If your unit commenced commercial production anywhere between roughly April 2025 and September 2026, we have not confirmed a flagship state incentive scheme that covers you. This may be an intentional transition gap, an oversight, or something covered by a provision we haven't located — verify directly with the MSME & Textiles Department or Silpasathi before assuming either scheme applies.
Recommendation
  • If your project timeline is flexible, timing commencement on/after 1 Oct 2026 secures confirmed WBIS 2026 eligibility
  • If production already commenced in the gap window, contact the DIC/Silpasathi directly to check for any bridging provision before assuming no coverage exists
Why this matters
  • A DPR built on an assumed subsidy that doesn't actually apply can derail project financing and bank approval

05
Scheme 05
MSME Cluster Infrastructure Support
WBIS 2026 · government-approved industrial parks
Manufacturing · New Approved July 2026
Infrastructure Support
CETP, roads, drainage, substations
for qualifying clusters
Cap
₹5 Cr
per eligible cluster
For clusters of at least 5 MSMEs with combined investment of ₹250 Cr and direct employment of 500+ workers — relevant if you're evaluating a shared industrial-park model rather than a standalone unit.
Eligibility
  • Clusters of 5+ MSMEs in a government-approved industrial park, meeting the investment and employment thresholds
Application & Documents
  • Consolidated cluster application through Silpasathi, with individual member-unit documentation
06
Scheme 06
Karma Sathi Prakalpa
Self-employment and margin money support
Self-Employment Ongoing
Margin Money
Own contribution
reduced via state-supported margin money component
Interest Subsidy
up to 50%
on qualifying business loans, per documented cases
A distinct route from WBIS 2026, aimed at first-generation and self-employment-focused entrepreneurs — a documented case showed a ₹2 lakh loan with 50% interest subsidy taking monthly income from ₹3,000 to ₹15,000 for a small enterprise.
Eligibility
  • First-time entrepreneurs pursuing self-employment or micro-enterprise ventures
Application & Documents
  • Applied via the Karma Sathi Portal or in-person at a District Industries Centre MSME Facilitation Centre
07
Scheme 07
WB Textile Incentive Scheme 2022
Sector-specific, stackable with WBIS 2026
Manufacturing Ongoing since 2022
Sector Focus
Textile MSMEs
stackable with general MSME schemes
Documented case study: stacking WBTIS 2022 with Banglashree (historically) reduced power costs 15% and created 20 new skilled jobs for one textile unit — the equivalent stacking logic likely applies with WBIS 2026 now that Banglashree has closed, though confirm the exact combination with the department.
Eligibility
  • Textile-sector MSMEs, including handloom and hosiery units
Application & Documents
  • Applied via Silpasathi, alongside the applicable general MSME scheme
08
Scheme 08
Bhabishyat Credit Card & Marketing Support
Access to finance and market access bundle
General MSME Ongoing
Bhabishyat Credit Card
Credit access
for qualifying entrepreneurs meeting scheme criteria
ODOP + MSME Synergy
Marketing support
district-specific product promotion, fairs and exhibitions
A documented case: a Siliguri IT-service startup used Bhabishyat Credit Card plus MSME Synergy fairs for marketing support and expanded to 4 districts within 18 months, partnering with state hospitals for telemedicine — service-sector MSMEs should verify eligibility at DIC level since Banglashree-successor schemes are manufacturing-focused.
Eligibility
  • Qualified entrepreneurs meeting Bhabishyat Credit Card criteria; ODOP eligibility is district-specific
Application & Documents
  • Applied via Silpasathi and the relevant District Industries Centre

Your production start date matters more than your location
Unlike most states we track, West Bengal's biggest current risk isn't zone or district — it's timing. Banglashree, the previous flagship capital subsidy scheme, closed to new applications after 30 March 2026. WBIS 2026, its successor, only covers production commencing on or after 1 October 2026. If your unit's Date of Commencement of Commercial Production falls in between, we haven't confirmed which scheme — if any — covers you. Check this before your DPR assumes either one.

West Bengal-specific questions

What founders ask before filing in West Bengal.

This is the exact scenario we flag most carefully. If Banglashree's final filing deadline (30 March 2026) had already passed by the time you applied, and your commencement date is before WBIS 2026's 1 October 2026 start, you may fall into the coverage gap — we haven't confirmed a flagship scheme covering this window. Some benefits (SGST refund, power subsidy) may still be accessible through other routes; verify directly with Silpasathi rather than assuming either scheme automatically applies.
If your timeline has any flexibility, this is worth modelling. WBIS 2026's confirmed interest subsidy (25-35% of annual interest liability, 5 years) is meaningful, and the scheme has a defined start date of 1 October 2026. Weigh the cost of a short production delay against the confirmed subsidy value — for many projects, the math favours waiting a few weeks over an intentional gap-window filing.
Zones B and C get a higher interest subsidy rate (35% of annual interest liability) than Zone A (25%) — the opposite pattern from many states where the most-developed zone gets the lowest rate isn't unusual, but confirm your specific district's zone classification with Silpasathi since this directly changes your entitlement.
