Replaced Industrial Policy 2020. Targets ₹12.5 lakh crore investment and 15 lakh+ jobs. Interest subsidy applies to term loans for new machinery/equipment only (not land/building). Rates for MSMEs are graded by taluka category (Category 1/2/3) — Category 1 talukas get the full 7%, lower categories get reduced rates.

  • New MSME, Large Industry, Thrust Sector or Mega Industry (investment up to ₹2,500 Cr, 2,500+ direct jobs for Mega category)
  • Udyam or DPIIT registration required; new units, expansions and diversifications all covered
  • eFCI (eligible Fixed Capital Investment) excludes land — covers building, plant & machinery, utilities, tools

  • Apply for Provisional Eligibility Certificate, then Final Eligibility Certificate after commencement of commercial production
  • Must apply within 1 year of first loan disbursement or commencement of production, whichever is later

The Aatmanirbhar Gujarat Scheme grades every taluka into Category 1, 2 or 3 for MSME interest subsidy and SGST reimbursement purposes. Category 1 (typically less-developed talukas) gets the highest rates — up to 7% interest subsidy and 100% SGST reimbursement for 10 years; Category 3 (industrially developed talukas like parts of Ahmedabad/Surat) gets reduced rates. Checking category before finalising a site changes the real number significantly.
